Game Play Rules

Standard USA Hockey Inline Rules apply, except where altered below. The HVRHL has adopted the USA Hockey Inline Standard of Play. Click here for more information on this initiative.

The HVRHL will use a point system for determining standings:

- 3 points for each win
- 2 point for a tie
- 1 point for a loss (game played)
- 0 points given for forfeit

Home Rink determines puck or ball play, based on what their league has declared. No variance is permitted at gametime.

Each Game is comprised of two (2) 25 minutes periods with running time and a two minute half. No variance is permitted at gametime.

Each team is permitted a single two minute time out during each 25 minute period. Time Outs cannot be carried to the second half or overtime.

Stoppage of play in the last two minutes when the game score is within 2 goals.

Overtime is a single Five (5) Minute, sudden death period. No score during overtime results in a tie.

Time stops when puck is out of play, or play is stopped due to injuries or penalty.

If the gametime temperature (at the start of the game) is 90 degrees or over, the game may be cancelled at the request of either coach, without forfeiture of the game. Both teams will reschedule the game at the same rink. The scoresheet should reflect this decision.  Beyond this, it is critical that both coaches & all game officials discuss the heat in advance. Extra time outs must be taken by the referees at certain intervals that all parties have agreed to, prior to game play.  It is suggested to have official time outs every (8) minutes of game play.

Fighting or Game Misconduct results in the suspension of a player for the balance of the game plus an automatic one game suspension (next league game), for the 1st offense. This is not subject to appeal. The referees & head coach are responsible to notify the HVRHL (e-mailing 'mail@hvrhl.com') and by faxing the official game scoresheet to (212) 729-2679.

Additional fights or Game Misconducts will result in heavier penalties, as follows:
- 2nd Infraction - Automatic next two (2) League Games Suspension.
- 3rd Infraction - Automatic next three (3) League Games Suspension, and HVRHL reserves the right to suspend player for the remainder of the season after a review of the Conduct & Competition Committee.

A Fighting/Game Misconduct Penalty incurred in the last (10) minutes of a game (Including Intent To Injure) will result in a (2) game suspension for the 1st offense. For a 2nd offense, it will be a (3) game suspension (Foul Language/Verbal Abuse is excluded from this rule).

'Third Man' In Rule Applies:  Any player who joins the fight will be subject to the same policies, above. 

The Conduct & Competition Committee will review any incidents of misconduct, regardless of a penalty call during a league game.

Penalty Limits are in place for frequent offenders:

- (5) penalties in an game for a player leads to an automatic ejection for that game and automatic suspension for the next league game.

- (12) penalties in a game for a team causes the head coach to be suspended for the next league game, finishing the game in which the penalties occur.

League Rules


All Referees must have current USA Hockey Inline Level 1 Certified as a minimum standard.

All referees are subject to the approval of the Hudson Valley Roller Hockey League, Inc., The HVRHL will publish a list of available referees for home team coaches and/or leagues to select from. All referees must properly register with the HVRHL, Inc. by submitting a fully executed HVRHL Referee Registration Form. 

Original USA Hockey Scoresheets must be used for all games (no copies). Both coaches, all refs & scorekeeper must legibly sign.

Referees must review scoresheet & cross-out any unused portions of the scoresheet, then sign it. This will prevent any post-game editting of the scoresheet. Any details regarding game misconducts or special conditions, etc must be noted on the scoresheet.

Scorekeepers, Referees, and Coaches will check the scoresheet at the end of the game to ensure that only players who participated in the game are listed.

White Original is to be mailed and faxed to the HVRHL by the home team. Please fax the ORIGINAL copy only, as the others will not be legible. Click here to get the fax number and mailing address. Yellow copy belongs to Home Team. Pink Copy belongs to Visiting Team. Gold copy belongs to Referee and/or Scorekeeper.

Maximum 13 skaters & 2 goalies (15 total players) per team.

Rosters must be submitted prior to League Play.

"B" players can play up in the same Age Division without prior notification to the HVRHL.  "A" players can never play up or down, to help out a "B" team.

Age as of 12/31/07 is used to determine eligibility.

All players must participate (play) in 50% of all League games, in order to be considered eligible for the Playoffs.

Competition Committee will rule on any requested Roster or Player Exceptions.

Zero Tolerance

The Hudson Valley Roller Hockey League, Inc. wants to promote competitive play that is coupled with sportsmanship and goodwill.

The HVRHL Board Members, participating League Delegates, participating League Officials, and participating team coaches are expected to lead by example.

There will undoubtedly be controversial calls (or missed calls) by refs, or play that causes a game to tilt one way.

However, it is the position of the Hudson Valley Roller Hockey League that any action such as engaging in physical activity, holding up game play by standing on the rink (due to complaining about a call), shaking the fence, cursing or yelling at parents, coaches, players or referees is not permitted.

It is not permitted by anyone.

Players with these infractions will be dealt with by the Conduct & Competition Committee.

Parents engaging in such behavior will cause play to stop until such time that the parent leaves the rink area.

Coaches, Refs or League Officials engaging in this activity will be required to personally attend the next HVRHL Board Meeting to explain their behavior, after which the HVRHL Board will make a recommendation and the Conduct & Competition Committee will make a final determination.
